RULES AND REGULATIONS OF CBAM MLS-SCM ALUMNI

1.     MISSION STATEMENT 

"To develop and foster a mutually beneficial relationship among MLS-SCM Alumni, CBAM and Industries in Vietnam.  We will accomplish this by providing educational opportunities, social programs, services and benefits to meet the diverse interests of the membership, CBAM and Industries in Vietnam."

2.     GOALS

·         Organize workshops, seminars related to SCM.
·         Provide electronic forum for members to interact.
·         Organise Social activites: Networking among members; Do Charity for the under privileged
·         Organise Factory educational tours
·         Provide In-house SCM consultancy services (especially for SMEs)
·         To assist our university student members to seek internship.       

3.      MEMBERSHIP

a)    Any student who successfully obtains the ITC (International Trade Centre) Diploma, Advanced Certificate or Certificate of the MLS-SCM (Modular Learning System – Supply Chain Management).
b)   Any student who has passed at least one Module examination and any  CBAM trainers.

4.     HONORARY MEMBER

The Management Committee, may elect any person connected with CBAM or the Alumni who is likely to promote the interests of the Alumni, as an Honorary Member for two years.

5.     MEMBERSHIP RIGHTS 

All members and honorary members are entitled to receive all announcements connected with the activities of the Alumni and also participate in all social functions and other activities of the Alumni.  All members will also be beneficiaries of any schemes or assistance programmes administered by the Alumni.

6.    THE MANAGEMENT COMMITTEE 

a) The Management Committee shall manage all affairs and funds of the Alumni and shall consist of following members:-

b)    The Management Committee will meet once a month and all meetings shall be minuted.
c)    Any member of the Committee who fails to attend three consecutive meetings of the Committee without satisfactory explanation shall be deemed to have resigned from the Committee.
e)    All Committee Members will hold office for a period of 2 years. At the end of the 2 years, an election will take place to fill in the Committee Members. 

7.    ROLES & RESPONSIBILITIES OF MANAGEMENT COMMITTEE MEMBERS

7.1   CHAIRPERSON

a)    Manage, guide and look after all the affairs of the Alumni as per the rules & regulations of the Alumni. Be the primary spokesperson for the membership of the  Alumni.  Exercise general supervision over the Alumni’s Committee Members
b)    Preside at all General Meetings and all Management Committee meetings and be responsible for the proper conduct of all such meetings. Approve the minutes of each meeting.
c)    Supervise the general administration of the Alumni and the functions of the office bearers of the Alumni.
d)    Have the power to approve all expenditures.

7.2   VICE-CHAIRPERSON

Act in the Chairperson’s absence when appropriate or when requested to do so by Chairperson or the Committee.  Other specific  duties  of the Vice-Chairperson are as specified by the Chairperson.

7.3   TREASURER

a)    Be responsible for all funds of the Alumni and oversee the receipt (including membership fees) and disbursement of the monies of the Alumni. 
b)    Present an annual financial statement and a proposed annual budget to the Management Committee and provide other financial records as reports as requested.  The Treasurer shall not disburse funds without the approval of the Chairperson.
c)    Work with the Management Committee to establish an annual budget, monitor funds and expenditures.
d)    Keep the Management Committee informed about financial affordability and feasibility of proposed programs  and initiatives.
e)    Furnish an accounting report at each regular meeting of the Management Committee or at such time as directed.
f)     Keep all records ready for audit before each annual meeting. 
g)    Keep up all financial records including books of accounts & cash management and submit all records for approval by the Chairperson.

7.4   ADMINISTRATOR

a)    Process applications for membership.
b)    Responsible for conducting all correspondence and keeping all books, documents and papers except the accounts and financial records.
c)    Maintain the official records of the Alumni, including all announcements and correspondences between the Alumni and members or other organisations. 
d)    Maintain a membership register with particulars of name, gender, occupation, company, home address, email address and contact numbers of every member.

7.5   ELECTRONIC FORUM ADMINISTRATOR

a)    Maintain and control the official Alumni Public & Forum Webpages which is a part of the CBAM website: www.cbam.edu.vn
b)    Liase with CBAM website designer, on the layout, control and administration of the Webpage.

7.6   EDUCATIONAL OPPORTUNITIES FACILITATOR

a)    Organise Workshops, Seminars & SCM Skills Trainings, planned by the Management Committee in the Annual Action Plan.
b)    Draft announcement of Workshops, Seminars & SCM Skills Trainings for Chairperson to approve and ask Administrator to send to members.
c)    Ensure Workshops, Seminars & SCM Skills Trainings are run smoothly and efficiently.
d)    Collect feedbacks of Workshops, Seminars & SCM Skills Trainings and summarise them for decimating to  trainers and present it at Management Meeting.

 7.7  SOCIAL ACTIVITIES FACILITATORS

a)     Organise Social Activities, planned by the Management Committee in the Annual Action Plan.
b)     Draft announcement of Social Activity for Chairperson to send to members.
c)      Ensure Social Activities are run smoothly and efficiently.

7.8   IN-HOUSE CONSULTANCY FACILITATOR

Organise any request of In-house Consultancy service from members or companies, through CBAM by:
-Forming a team from members who have knowledge and experience in the particular service.
-Arrange for meeting between the Team and the Requester.
-Drafting a Proposal for submission to the requester.
-Supervise & monitor the Service while it is in operation.

7.9    COMMITTEE MEMBERS

         Attend Management Committee meetings and assist the Facilitators for any events or trainings.

8.      ANNUAL ACTION PLAN AND BUDGET

a)    Near to the end of each year, the Management Committee shall discussed and come up with an Action Plan for the following year.
b)    Based on the Annual Action Plan, the Management Committee will come up with an Annual Budget, with estimated income and expenditures.

9.     AUDIT

a)     Two persons, who shall not be office-bearers of the Alumni, shall be appointed by the Annual General Meeting as Auditors.  They shall hold office for two (2) years and may be re-appointed.
b)     The Auditors shall be required to audit accounts of the Alumni for the year, and prepare a report for the Annual General Meeting. They may also be required by the Chairperson to audit the accounts of the Alumni for any period within their tenure of office at any date, and make a report to the Committee.

10.   MEMBERSHIP SUBSCRIPTIONS 

a)       Any person wishing to become a Member or an Associate of the Association shall be required to pay the following  Annual Membership Subscription:
Working member     -     200,000 VND
Student member      -        50,000 VND
b)       The Subscriptions can be changed by the Management Committee from time to time 
c)       Annual Subscription will not be required to be paid by Honorary Members.

11.   ADMINISTRATION AND OTHER SUPPORT FROM CBAM

a)        CBAM will allow the free use of their training rooms and facilities for meetings and training purposes.
b)        CBAM will provide administration support e.g. use of photocopier, stationeries. The Alumni will re-imburse CBAM if the total costs exceeds twelve million VND per year.

12.   ALUMNI PUBLIC & FORUM WEBPAGES

a)       The objective of the Alumni Public & Forum Webpage is to let members have a platform where they can
 post questions on SCM, post useful SCM information and share their SCM experiences.
b)       CBAM has kindly allowed the Alumni Public and Forum Webpage to be embedded in the CBAM website. However, access to the Forum Webpage is restricted to members and honorary members only.
